In the Know

California's SB 1047 Targets AI Safety and Disaster Prevention

California's SB 1047, known as the Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, aims to prevent potential real-world disasters caused by large AI systems. The bill has sparked controversy as it heads for a final vote in the state's Senate.

Key Points

  • SB 1047 seeks to prevent AI models from causing "critical harms," such as mass casualty weapons or large-scale cyberattacks.

  • The bill targets AI models costing over $100 million and using 10^26 FLOPS during training, affecting major tech companies like OpenAI, Google, and Microsoft.

  • Developers must implement safety protocols, including an "emergency stop" feature, and undergo third-party audits.

  • A new California agency, the Frontier Model Division (FMD), would oversee compliance, with fines of up to $30 million for violations.

  • Proponents argue the bill is a proactive step to avoid future AI-related disasters.

  • Silicon Valley critics, including venture firms and AI researchers, claim the bill would stifle innovation and harm the open-source AI ecosystem.

SB 1047 reflects growing concerns about AI's potential dangers, aiming to establish safeguards. As the debate continues, the bill faces both support for its protective measures and opposition from the tech industry.

OpenAI Bans Accounts Linked to Influence Operation

OpenAI recently banned a network of ChatGPT accounts tied to an Iranian influence operation aimed at generating misleading content about the U.S. presidential election. This group, identified as Storm-2035, has been operating since 2020 and uses AI tools to create articles and social media posts pushing divisive messaging on political issues. Although the content gained little traction online, the operation mimics past efforts by state actors on social media platforms to sow discord. OpenAI's investigation was aided by a Microsoft Threat Intelligence report, and the company has taken action similar to earlier bans of state-affiliated actors using AI for malicious purposes.
