AI Bills Are Stacking Up While Congress Stalls

Lawmakers are scrambling to regulate AI, with 781 pending bills already in playâoutpacing last yearâs total. While states push forward with their own rules, Congress remains stuck in neutral, struggling to craft a unified approach. The result? A growing patchwork of AI laws that could shape the future of technology in unpredictable ways.
Key Points:
There are now 781 pending AI bills, up from 743 in all of 2024 and fewer than 200 in 2023.
Notable bills include Marylandâs H.B. 1331 (regulating high-risk AI in major decisions), Texasâ Responsible AI Governance Act, and Massachusettsâ HD 3750 (requiring insurers to disclose AI use in claims reviews).
Congress has yet to pass a sweeping AI law, leaving states to take matters into their own hands.
While President Trump issued an executive order in January promoting AI growth, he hasnât thrown his weight behind any major AI regulations.
The Bottom Line:
With Congress dragging its feet, AI governance in the U.S. is shaping up to be a state-by-state patchwork. Whether federal lawmakers step up or let states continue leading the charge remains to be seen but one thingâs clear: the AI legal battlefield is getting crowded.

Judge Clears the Way for Metaâs AI Copyright Battle

In a legal battle, a federal judge has allowed a copyright lawsuit against Meta to move forward though not entirely unscathed. Authors Richard Kadrey, Sarah Silverman, and Ta-Nehisi Coates claim Meta used their books to train its Llama AI models, allegedly stripping copyright information to cover its tracks. Meta, in turn, insists its actions fall under fair use and pushed to have the case tossed out. However, Judge Vince Chhabria wasnât buying that argument, ruling that the copyright claims are solid enough to proceed. While he did dismiss allegations under Californiaâs computer fraud law, since Meta accessed books, not computers-he acknowledged a âreasonable inferenceâ that Meta tried to conceal its training sources. This case is just one in a growing wave of AI copyright lawsuits, proving that when it comes to artificial intelligence and intellectual property, the final chapter is far from written.
